Perusahaan pemilik API-U yang telah mendapat PI BPO hanya dapat mengimpor BPO untuk didistribusikan kepada industri pengguna akhir.

Pasal 9
(1) Perusahaan pemilik API-P yang telah mendapat PI BPO hanya dapat mengimpor BPO untuk kebutuhan proses produksi industri yang dimilikinya.
(2) Perusahaan pemilik API-P sebagaimana dimaksud pada ayat (1) dilarang memperdagangkan dan/ atau memindahtangankan BPO yang diimpornya.
